She indicated support for TDR/density <br /> bonuses to preserve rural areas/farmland. She saw <br /> no need to restrict land to the same township. <br /> Walters also suggested that a list of property <br /> owners interested in TDR be generated. If <br /> villages are to be allowed in rural areas they <br /> should be kept small. She felt that this concept <br /> was not as easily understood as some of the other <br /> options. <br /> Jobsis stated that she had a hard time <br /> envisioning how a village would develop in Orange <br /> County except near towns and along transit <br /> corridors and there are not yet enough <br /> transportation corridors to make it happen. She <br /> also felt the village concept is difficult to get <br /> a handle on and somewhat vague. <br /> Waddell stated that villages should be allowed <br /> anywhere in the county. He felt that rural <br /> villages would not be very dense. He felt TDRs <br /> should be allowed in the transportation corridors <br /> where water and sewer are available but not in <br /> the Rural Buffer. <br /> Rosemond agreed with Jobsis that transportation <br /> corridors are not yet well defined. She was in <br /> favor of encouraging villages in closer proximity <br /> to towns rather than randomly in the county. She <br /> also wanted some provision for public open space. <br /> Adjournment time was reached. <br /> NOTION: Jobsis moved extension of the meeting to discuss <br /> the remaining issue. Seconded by Barrows. <br /> VOTE: 10 in favor. <br /> 1 opposed (Brown) . <br /> Issue #5: Active Recreation (Golf Courses, ETC. ) <br /> as Open Space <br /> Collins stated that this issue centers around the <br /> whole concept of what active recreation is. He <br /> noted that this issue was brought out by Ann <br /> Joyner and her concern with not being able to <br /> count public recreation toward satisfying <br /> requirement for open space. Active recreation <br /> can only count 50% of the open space requirement. <br /> Collins reminded the Board of the recreation <br />
