126 <br /> a concern by the Planning Board from the July 11 <br /> Special Meeting. <br /> Using a drawing of a village plan, Collins <br /> presented and described the village concept. He <br /> explained the variety in the types of villages <br /> noting the maximum land area involved in a <br /> village is 125 acres. It is a very deliberate <br /> standard that sets the size. He explained that <br /> the percentage of open space relates to the <br /> density in the village. The larger the lot size, <br /> the more open space and the higher density in the <br /> village. It is not expected that there will be <br /> a lot of the village development in Orange <br /> County. Collins continued that if there is to be <br /> a transit system with designated transit stops, <br /> there must be development to support the transit <br /> stops/system. <br /> Brown asked for clarification of conservancy <br /> lots. Collins responded that conservancy lots <br /> should be better defined. He continued that open <br /> space could be just one solid land area dedicated <br /> to the public or controlled by a homeowners' <br /> association; or it could be conservancy lots <br /> which Arendt has suggested be at least ten acres <br /> in size. Thus, the end result could be a tightly <br /> knit village surrounded by ten, twenty-five, <br /> fifty acre lots, or small farms or a mix of a <br /> large and several small farms. <br /> Allison asked for clarification of the village <br /> boundaries and Collins indicated the boundaries. <br /> Rosemond asked about road access if there were to <br /> be large lots around the village. She was <br /> concerned that it would disrupt the feel of the <br /> open space. Collins responded that unpaved roads <br /> and cul-de-sacs could be used. <br /> Barrows asked if Collins felt the transit stops <br /> would be good targets for villages. Collins <br /> responded that if the concept that transit means <br /> higher density is accepted, then it makes a lot <br /> of sense to locate villages near transit stops. <br /> The farther out, the lower the density. To <br /> provide the density that would support a transit <br /> stop, would require preserving open space <br /> elsewhere such as purchase of development rights, <br /> donation to a land conservancy or transfer of <br /> development rights. Provision of affordable <br /> housing units could also achieve density bonuses. <br /> Brown asked for clarification of size of <br />
