He <br /> did not feel it was downzoning but that open <br /> space development must be attractive if we want <br /> developers to be interested. He expressed concern regarding <br /> water and sewer noting the need for well- <br /> supervised community systems in rural areas. <br /> Barrows stated that she would like to see density <br /> bonuses above and beyond the yield plan for 50% <br /> and above. She was also in favor of private <br /> roads. Staff approval could be a good idea but <br /> must have a cutoff, beyond that regular process. <br /> She felt offsite septic easements should only be <br /> allowed with open space development. For <br /> conventional, everything pertaining to the septic <br /> system, nitrification field, easement should be <br /> on the individual lot. <br /> Brown stated that she was not in favor of density <br /> bonuses; felt that disincentives to get the <br /> process going was better. There should be no <br /> bonuses or incentives until after 50%. The <br /> private roads disincentive for conventional <br /> seemed to be good but needed more thought. She <br /> was not in favor of staff approval but did favor <br /> approval of open space plans in one meeting. She <br /> was not in favor of fee waivers/relaxed standards <br /> except in very high open space developments.
