He noted that there would be a lot of <br /> comment on such a statement, but, it is a <br /> different kind of disincentive that deals with <br /> basic road standards as opposed to taking away <br /> density. <br /> Collins continued with an incentive that he <br /> indicated would also be controversial; expedited <br /> review. He noted that the Planning Board as well <br /> as the Board of Commissioners, may take issue <br /> with this. The Rural Character Study Committee <br /> also discussed expedited review. Collins gave <br /> the example - if you have a 100-lot subdivision <br /> and you do an open space development and forget <br /> about conventional, the only people you have to <br /> deal with are Staff. <br /> Another incentive that has been discussed a lot <br /> is fee waivers which could include several things <br /> such as application fees for subdivision <br /> approval. If an open space development is done, <br /> major subdivision fees could be waived. Collins <br /> noted that he could not address Environmental <br /> Health fees and indications have been that those <br /> fees are the "big ticket items" particularly when <br /> having perc tests on so many lots. <br /> The Board of Commissioners have also asked that <br /> the dedication, payment-in-lieu provisions <br /> relating to recreation sites be reviewed. In <br /> particular, the Board has asked that the <br /> standards that are the starting point for the <br /> amount of land that must be dedicated. The land <br /> and the standards then determine the amounts of <br /> the payment-in-lieu. These are very low. The <br /> funds collected during the last 8 to 10 years <br /> will not come close to the amount that would be <br /> needed to purchase a 25-acre community park site. <br /> They have asked that the standards be reviewed to <br /> determine whether open space should be factored <br /> in. This would cause a dramatic increase in the <br /> payments-in-lieu. Thus, some people might then <br /> find it desirable to do an open space development <br /> and bypass the necessity of making fairly high <br /> payments-in-lieu. This is another financial <br /> incentive. <br /> There was also discussion about relaxed <br /> standards. One of those standards could relate <br /> to roads; it would be a real incentive if private <br /> roads are allowed in open space subdivisions. <br />
