The ordinance would protect <br /> the land and waters over which Orange County has jurisdiction from <br /> pollution by oil and other hazardous substances. It would afford the <br /> County a legal basis for recovering costs of the County and other local <br /> emergency response agencies incurred during responses to control or <br /> mitigate the effects of hazardous materials spills. <br /> As discussed at the October 17 meeting, staff is offering the proposed <br /> ordinance for adoption at this time. <br /> RECOMMENDATION: The Manager recommends that the Board adopt the <br /> ordinance. <br />
