In accordance with the fiscal year <br />budget ordinance, funds for outstanding purchase orders are automatically <br />reappropriated in the new budget. Other appropriations, such as to the Carrboro <br />Library, are not fully expended at the end of the fiscal year and, because there is no <br />purchase order, are not authorized through the budget ordinance to be reappropriated. <br />Funds for these planned but unencumbered expenditures are set aside as a reserved <br />portion of fund balance. In order to carry these funds forward and to authorize their <br />expenditure in fiscal year 1995 -98, it is necessary for the Board to approve the attached <br />amendment. <br />Recommendation <br />The Manager recommends that the Board of County Commissioners adopt the <br />proposed budget ordinance amendment and capital project ordinance. <br />
