Develop and <br /> implement a program to foster an awareness of the contribution that <br /> properly regulated economic development can make to the well-being of <br /> the community. <br /> Challenge S. Small Business - Retention and Recruitment. Provide <br /> incentives, financing and support available. We are a community of <br /> small businesses, which. because of their size. have acute problems <br /> getting loans, financial backing, etc. Non-traditional financing <br /> options are needed. We need to create an atmosphere of support for <br /> small and developing businesses. including innovative financing and <br /> risk-sharing. <br /> Challenge 6. Streamline Local Government Regulations Affecting <br /> Business. Simplify and expedite the regulatory process in order to <br /> reduce frustration and cost. Promote climate of mutual respect. <br /> understanding, and cooperation between the regulators and the business <br /> community. <br /> Challenge 7. Infrastructure-Transportation, Telephone Service, <br /> Water/Sewer, Trainins Facilities. Provide appropriate infrastructure <br /> to make Orange County an attractive opportunity for economic <br /> development consistent with community standards and quality of life. <br />
