6 <br /> ORANGE COUNTY TOMORROW <br /> PRESERVATION, PROGRESS, PEOPLE <br /> STRATEGIC PLAN FOR ECONOMIC DEVELOPMENT <br /> MISSION STATEMENT <br /> Our purpose is to ensure the desired quality of life in Orange County by encouraging <br /> economic development through investment in human resources, the expansion of existing <br /> businesses, and the creation of diversified and environmentally safe businesses. The aim of this <br /> investment is to provide jobs for county residents(and to increase the non-residential tax base, <br /> thus enhancing the quality of life. <br /> I. Geog=hic Focus. <br /> Develop a geographically targeted economic development plan to address the economic <br /> development needs of the three areas of Orange County: Southern Orange County, the <br /> Orange Interstate Corridor, and Northern Orange County. <br /> H. Types of Investment. <br /> -- Identify and develop recruitment/encouragement strategies for business and industry that <br /> will contribute to county and municipal revenue without straining public services. Define <br /> and make recommendations concerning the relationship between the sales tax and <br /> commercial development. <br /> — Define environmentally sensitive industries(non-smokestack, low waste generators, low <br /> water use)and develop a selected recruitment policy for those industries. <br /> — Promote agricultural industries,particularly the marketing of locally grown products. <br /> Develop and promote a Rural Agricultural Center, including Carrboro Farmers'Market. <br /> — Promote the expansion of retail and commercial development in Orange County in <br /> appropriately targeted areas. <br /> — Identify tourist opportunities and develop a plan to capture tourist market for Orange <br /> County. <br />
