I suggest a mechanism <br /> should be developed to have OWASA customers share in such non- <br /> utility revenue funding of OWASA system improvements; or, in the <br /> alternative, that the County give its commitment to fund Water and <br /> sewer utility line improvements with County revenues that are not <br /> collected from OWASA service area taxpayers.
