Item (2)of the December 14, 1994 mexnorandtrm frrna Moses Carey is unclear about the relationship between the straw line service area boundaries shown on Attachment A and the objectives listed on Attachment B. OWASA's Task Force representatives have expressed concern that participating entities not endorse the boundaries without first establishing very specific actions or agreements that satisfactorily meet the objectives of ;asn Attachment B. This concern was expressed in Ms.Andresen's 3anuary.13-. 199S letter to Mr.Carey. 2. Several of the Attachment B objectives arc of particular interest to the Authority, especially Objective 5: "Ensure that appropriate public health and environmental needs will be met and responsible entities identified • "Clear delineation for all types of waterisewer provisions within each district or interest area • "Clear understanding that the resolution of water or sewer system failures is the responsibility of the ut ty provider serving that district or interest area_ » "Clear understanding of how certain water/sewer systems not presently udder the purview of local utilities should be financed;including financial provision for installation,operation.maintenance,and repair or replacement. • "Consider assigning to OWASA the review authority for all community water and seAver systems proposed for its interest area conditioned upon any approval Accessary from State or local public health authority. : An Equal Opportunity Employer
