The Town will provide water and sewer <br /> utility services based upon "Long Term' Nfaster Plans. "S'nort Term" initiatives co curb <br /> growth through withholding the provision of water and sewer service will be entertained, <br /> however, they will- not be enforced until such time as they are voted, by the Town <br /> Council, as ammendmencs to the Master Plans. <br /> 6.
