2 <br /> PROPOSED CHARGE TO THE ORANGE COUNTY <br /> INNOVATION AND EFFICIENCY COMMITTEE <br /> October 17 , 1995 <br /> The Innovation and Efficiency Committee is hereby charged by the Orange <br /> County Commissioners to : <br /> 1 . Develop a general familiarity with the operation of Orange County <br /> government. <br /> 2 . Develop an appreciation of the restrictions, mandates, and other <br /> legal requirements that affect .Orange County government operations . <br /> 3 . Become familiar with examples of innovations , efficiencies , <br /> outsourcing efforts, and cost savings identified and implemented in <br /> Orange County government in recent years . <br /> 4 . Adopt a focus of "how can Orange County deliver those services <br /> which the Board of Commissioners have chosen to provide in the most <br /> efficient and innovative ways?" <br /> 5 . Identify potential efficiencies and innovations not yet <br /> implemented, along with estimated cost of implementation and/or <br /> potential future cost savings . <br /> 6 . Adopt a broad perspective on potential changes, namely those which <br /> have the potential for sizeable savings and/or significant operational <br /> improvements, with emphasis on those global changes that would tend to <br /> cut across departmental lines. <br /> 7 . In proposing recommended changes to the Board of Commissioners, <br /> identify: likely advantages and disadvantages of each recommendation; <br /> expected impacts on Orange County government organization; and <br /> potential effects on Orange County citizens as customers. <br /> 8 . Identify any federal , state, or focal government statute, <br /> regulation, or policy that might require change in order to carry out <br /> specific committee recommendations . <br /> 9 . Deliver recommendations in a report to the Orange County Board of <br /> Commissioners no later than April 16, 1996 . <br />
