In accordance with the fiscal year <br /> budget ordinance, funds for outstanding purchase orders are automatically <br /> reappropriated in the new budget. Other appropriations, such as to the Carrboro <br /> Library, are not fully expended at the end of the fiscal year and, because there is no <br /> purchase order, are not authorized through the budget ordinance to be reappropriated. <br /> Funds for these planned but unencumbered expenditures are set aside as a reserved <br /> portion of fund balance. In order to carry these funds forward and to authorize their <br /> expenditure in fiscal year 1995-96, it is necessary for the Board to approve the attached <br /> amendment. <br /> Recommendation <br /> The Manager recommends that the Board of County Commissioners adopt the <br /> proposed budget ordinance amendment and capital project ordinance. <br />
