Calvin Horton, Town Manager <br /> SUBJECT: Northwest Small Area Plan <br /> DATE: June 26, 1995 <br /> We have attached two resolutions for the Council's consideration: <br /> • Resolution A would receive comments from the Northwest Small Area Plan public <br /> hearing on March 1, 1995, including advisory board comments and letters, and call <br /> a Council work session on Wednesday, August 30, 1995, to discuss the <br /> Recommended Plan. The Resolution would also invite Carrboro and Orange County <br /> to send representatives to attend the work session. <br /> • Resolution B would refer the Northwest Small Area Plan back to the Small Area <br /> Plan Work Group to consider issues to be identified by the Council. <br /> We recommend that the Council adopt Resolution A. <br /> BACKGROUND <br /> On January 25, 1993, the Council initiated a small area planning process for the Northwest <br /> Area of Chapel Hill. The Council requested that the Planning Board undertake the plan, <br /> with the assistance of 11 additional members who were appointed by the Council in March <br /> and April of 1993. The Council charged the Work Group with the responsibility of <br /> developing a small area plan for the Northwest Area. <br /> The Work Group began meeting on May 18, 1993. The Work Group continued to <br /> deliberate monthly until December 20, 1994. In developing the recommended plan, the <br /> Work Group reviewed an environmental analysis of the area, examining features such as soil <br /> suitability, slopes, land elevations and drainage patterns, while also reviewing existing <br /> development and neighborhoods in the area. The Work Group used this information to <br /> help develop goals and objectives for the northwest area. <br /> During the Work Group's planning process, the Group held three neighborhood meetings <br /> to receive public comment on September 21, 1993, February 22, 1994, and on October 6, <br /> 1994. The recommended land use plan was developed based on the environmental analysis, <br /> existing neighborhoods, citizen input, and consideration of which potential land use patterns <br /> best met the goals and objectives of the plan. <br />
