ATTACHMENT 4 <br /> PLANNING STAFF REPORT <br /> Subject: Northwest Small Area Plan - Proposed Road "D" <br /> Date: August 30, 1995 <br /> In response to citizens' requests regarding the Northwest Small Area Plan's proposed Road "D," <br /> we have conducted additional study of this proposed road segment. <br /> Our additional study determined that engineering standards would be difficult to meet for the <br /> proposed alignment of Road "D." This finding concurs with the Keener Engineering Associates, <br /> Inc. study that was presented by the Homestead Group. Based on this finding and property <br /> owner considerations, we propose an alternate alignment of Road "D" that would minimize <br /> property takings and would minimize the impact of the proposed road on the property that the <br /> Homestead Group desires to develop. <br /> The new proposed alignment of Road "D" is shown on the attached map. This alignment would <br /> provide additional access for residents in this area to the proposed village pattern development <br /> while minimizing the impact on the Billabong Lane residents and Homestead Group developers. <br /> In addition, this alignment would move the existing intersection to a point approximately 350 <br /> feet east of the rail line and approximately 700 feet west of Seawell School Road. <br /> We believe that this new alignment would meet the Northwest Small Area Plan Work Group's <br /> intent to provide access from Homestead Road to the proposed village pattern development, <br /> while also moving the Merin Road/Homestead Road intersection east of the Homestead Road <br /> railroad crossing, providing for a safer intersection. <br /> We offer this staff suggestion to the Council as it considers the draft Northwest Small Area Plan. <br />
