Columbia St.
Chapel Hill, NC 27516
30 July, 1995
Dear Roger,
On behalf of the Homestead Group, LLC, I would like to ask further
procedural questions concerning the disposition of Road D as it joins
Homestead Road on the Northwest area plan.
We greatly appreciated the time that both you and Chris took to speak
with us (Werner Hausler,Lyn McClay, Georgia Bizios and myself) before the
Council meeting in May. We hope the engineering report that we presented to
you as well as to the Council was sufficiently compelling to warrant some sort
of staff action on the matter.
As we mentioned in our meeting with you and as we have pointed out in
our letters to the Council members, our reasons for opposing the portion of the
road that runs across our property stem not only from our perspective as
property owners but also from our professional concerns as designers and
architects and from the personal concerns of those who presently live in the
neighborhood.
From an engineering standpoint, it would not be possible to build the
necessary curves for 35-MPH speeds. Building curves that would only be safe
at speeds less than 35-MPH would be creating a dangerous situation --
especially in such proximity to the High School.
Given the combined weight of the issue of roadway safety and the
planning issues we have discussed -- and which are in keeping with the
development philosophy the Chapel Hill Planning Department has been so
active in promoting -- we hope that the staff can see fit to make a
recommendation that the direct connection from Road D to Seawell School Road
be eliminated from the planning discussion.
We look forward to participating in the process of the Northwest Area
Plan. However, we would like to use our expertise and energy on broader and
more fruitful subjects than on the elimination of a ill-advised intersection.
Thank you again for your time and attention to this matter. I will check
with you soon concerning the council workshop.
Sincerely yours,
Rosemary Hoffmann
for the Homestead Gro p
CC: Chris Berndt
