3 <br /> received since June 26 (Attachment 3), and we also offer a staff report concerning Road "D" <br /> (Attachment 4). <br /> Next Stew <br /> Because the majority of the Northwest Small Area is in the Joint Planning Area, and <br /> therefore would require joint action in order to adopt a new land use plan, a key next <br /> step in the consideration of this draft Northwest Small Area Plan is for the Council to <br /> request that the draft Plan be scheduled for consideration at the next Joint Public <br /> Hearing (October 11, 1995). <br /> Based on the joint ownership of the Greene Tract by Orange County, Carrboro and <br /> Chapel Hill, we also believe that a key next step in the consideration of this draft <br /> Northwest Small Area Plan is for the Council to request a work session with Orange <br /> County and Carrboro to discuss the Greene Tract. <br /> Accordingly, we suggest that the Council schedule the Plan for discussion on September <br /> 11, 1995 in order to consider referring the Plan to Orange County and the Town of <br /> Carrboro for a work session on October 11, 1995, that could be followed by a Joint <br /> Planning Area Public Hearing to get public input on the draft Plan. <br /> Conclusion <br /> In 1989, the Council adopted a revised Comprehensive Plan for the Town of Chapel Hill. <br /> In September of 1990, the Council initiated the Small Area Planning process for <br /> undeveloped areas north and south of Chapel Hill. The Council established the <br /> Southern Small Area Plan Work Group and charged it with the development of a Small <br /> Area Plan for the Council's consideration. On June 23, 1992, the Council adopted a <br /> Southern Small Area Plan, amending the Town's Comprehensive Plan. <br /> As a next step, on January 25, 1993, the Council established the Northwest Small Area <br /> Plan Work Group and charged it with developing a Small Area Plan for the Council's <br /> consideration. On December 20, 1994, the Work Group recommended a Small Area <br /> Plan for the Council's consideration. This Small Area Plan includes the Greene Tract, a <br /> 169 acre parcel of land that is centrally located in the Northwest Area and is jointly <br /> owned by Orange County, Carrboro and Chapel Hill. <br /> The Council has not endorsed the Work Group's recommendations for the Greene tract at <br /> this time. We believe that the Council's planning process for the Northwest Area would <br /> benefit from a joint work session on the Greene Tract followed by a Joint Planning Area <br /> Public Hearing,which would provide needed opportunities for dialogue with Orange County <br /> and the Town of Carrboro. <br />
