' 11 In summary, the Board of Aldermen made the following requests/comments regarding the Northwest Area Plan: ► Recognize that Eubanks Road will be a significant east-west corridor, and take into account future improvements that will be needed to Eubanks Road. ► Coordinate all transportation efforts on a formal basis. ► Decisions concerning the future use of the Greene tract should be made jointly. ► The recommended use of-the Greene tract for affordable housing does not meet Carrboro's broad objective of integrating affordable housing into the community at large rather than isolating such housing in low-income developments. NEXT STEPS A key next step in the consideration of this draft Northwest Small Area Plan is to schedule the draft for consideration at the next Joint Public Hearing (October 11, 1995). Prior to that joint meeting, the Town Council may want to schedule a work session to be able to fully discuss the draft before the Hearing. We suggest that the Council schedule a meeting on Wednesday August 30, 1995 for purposes of conducting such a work session. Since the majority of the Northwest Small Area is in the Joint Planning Area, and therefore would require joint action in order to adopt a new land use plan, we suggest that the Council also schedule the Plan for discussion on September 11, 1995 in order to consider referring the Plan to Orange County and the Town of Carrboro for the Joint Planning Area Public Hearing on October 11, 1995. RECOMMENDATIONS Transportation Board's Recommendation: The Transportation Board met on March 21, 1995, and recommended that the Council adopt the Recommended Northwest Small Area Plan as proposed. (Vote: 7-0) Parks and Recreation Commission's Recommendation: The Parks and Recreation Commission met on March 29, 1995, and recommended that the Council adopt the Recommended Northwest Small Area Plan on the condition that the proposed road north of the Northern Community Park be constructed so as to have the least possible impact on the safety of park users and on the facilities of the Park. (Vote: 9-0) GreenwUs Commission's Recommendation: The Greenways Commission met on March 30, 1995, and recommended that the Council adopt the Recommended Northwest Small Area Plan on the condition that the proposed road north of the Northern Community Park be constructed so as to have the least possible impact on Park. The Commission also recommended that three additional greenway trails be included in the plan. Please see the attached summary. (Vote: 4-0)
