10 <br /> 14. Schedule a Work Session on the Northwest SmaU Area Plan <br /> Two Council members suggested that the Council should hold a work session on the <br /> Northwest Area Plan. In particular, one Council member requested that the Council <br /> discuss the preservation of greenways, affordable housing, and OWASA water supply <br /> under drought conditions. <br /> Staff Comment: <br /> We concur that it would be beneficial for the Council to conduct a work session to <br /> discuss these and other issues related to the Recommended Northwest Small Area <br /> Plan. We suggest that the Council call a work session on August 30, 1995. This <br /> schedule would provide the Council with the option of reviewing the Plan on <br /> September 11, in order to consider referring the Plan to Orange County and the <br /> Town of Carrboro for the Joint Planning Public Hearing on October 11, 1995. <br /> 15. Dialogue with Carrboro <br /> A Council member suggested that dialogue with the Town of Carrboro is needed <br /> prior to adopting the Northwest Small Area Plan as a component of the Town's <br /> Comprehensive Plan. <br /> Staff Comment: <br /> We concur that continued dialogue with Carrboro is needed. The Northwest Small <br /> Area Plan Work Group and the Carrboro Small Area Plan Work Group conducted <br /> joint meetings and maintained liaisons during the Northwest Small Area Plan Work <br /> Group's planning process. We would recommend continuing this dialogue by inviting <br /> representatives from Carrboro and Orange County to attend the work session on <br /> August 30, 1995. In addition, if the Council chooses to refer the Plan to the fall <br /> Joint Planning Area Public Hearing, then additional opportunity for dialogue will <br /> occur when the Chapel Hill, Carrboro, and Orange County elected officials sit <br /> together for the Joint Public Hearing. <br /> CARRBORO BOARD OF ALDERMEN REVIEW <br /> RECOMMENDED NORTHWEST SMALL AREA PLAN <br /> On April 25, 1995, the Carrboro Board of Aldermen requested that the Town Council delay <br /> action on the Northwest Area Plan until after the Board of Aldermen had an opportunity <br /> to review it and send some comments to the Town Council for its consideration. On May <br /> 8, the Town Council agreed to defer action on the plan until June, in order that the Board <br /> of Aldermen would have the opportunity to review the Recommended Plan. On May 23, <br /> the Board of Aldermen reviewed the Plan and forward comments to the Council (please <br /> attached comments). <br />
