Also, the use of a closed landfill is limited as the landfill cap system <br /> may not be disturbed. Finally, very little unused area will remain once monitoring <br /> devices are installed. The Plan does recommend however, that the Town investigate <br /> the reuse of the landfill to determine what if any land uses might be recommended <br /> for future use on this site. <br /> We note that three governmental jurisdictions have ownership interest in the landfill <br /> (Orange County, Carrboro, and Chapel Hill). Any such discussion of future use of <br /> this land needs intergovernmental discussion. <br /> I <br /> 12. Description of Rail Line <br /> A Council member requested that the staff revise the description of the rail line to <br /> accurately describe the location of the rail line north of Chapel Hill's planning <br /> jurisdiction. <br /> Staff Comment: <br /> We have revised the rail line description to reflect that the line continues north of <br /> Chapel Hill across N.C. 86 to a point near the intersection of Old N.C. 10 and <br /> University Station Road, at which point it stubs into the North Carolina Railroad <br /> Company/Norfolk Southern Corporation rail line that runs from Durham to <br /> Greensboro. <br /> 13. Location of Site 17 and Landfill Selection Process <br /> A Council member inquired about the location of Landfill Site 17 with regard to the <br /> Northwest Small Area Plan and the selection process for determining the next <br /> Orange County landfill site. <br /> Staff Comment: <br /> Landfill Site 17 consists of 853 acres located adjacent to the north and west of the <br /> existing Eubanks Road Landfill. Site 17 encompasses part of the Blackwood Division <br /> of Duke Forest, and is generally bounded by Eubanks Road and Old N.C. 86. <br /> The Landfill Owner's Group appointed a Landfill Search Committee to recommend <br /> a site for Orange County's next landfill. The Landfill Search Committee narrowed <br /> their search to four sites and then proceeded to have an engineering firm conduct <br /> a detailed analysis of each site. In March 1995, the Landfill Search Committee <br /> recommended Site 17 to be the County's next landfill. The next step in the process <br /> is for the Landfill Owners Group to consider the recommendation and then either <br /> forward it or make a different recommendation to the governing bodies of Carrboro, <br /> Chapel Hill and Orange County. <br />
