6 <br /> connection from Homestead Road to the recommended village pattern development. <br /> Due to the unique location of the rail line through this area, we support the Work <br /> Group's general conclusion that two new roads (one on each side of the rail line) are <br /> needed to provide proper circulation and access to the proposed village pattern <br /> development. We suggest additional study of these issues. <br /> S. Employment Campus <br /> Several citizens expressed support for the Employment Campus land use <br /> recommended in the Northwest Small Area plan. Citizens noted that it is important <br /> to expand the Town's tax base while providing needed goods and services in this <br /> area. One citizen supported high densities for the Employment Campus area <br /> (possibly 6 or 7 story buildings) in exchange for larger landscaped areas. Two <br /> existing developments along Eubanks Road expressed their desire to be conforming <br /> uses under the Employment Campus zoning category. <br /> Staff Comment: <br /> The Northwest Small Area Plan Work Group recommended the Employment <br /> Campus land use along Eubanks Road and Millhouse Road, based on the fact that <br /> the northwest area contains some of the little land left in Chapel Hill that is suitable <br /> for office, commercial or retail use, and that the area has easy access to an interstate <br /> interchange. Since the Employment Campus land use is new category, if this plan <br /> is adopted, a new zoning district would need to be created for this land use. <br /> The types of uses and development regulations that would be permitted in a new <br /> Employment Campus zoning district would need to be recommended to the Planning <br /> Board, discussed at a Council Public Hearing, and then considered for adoption by <br /> the Town Council before they would be implemented. Existing uses in an area would <br /> be considered as part of this process. <br /> We support the Work Group's recommended Employment Campus concept. <br /> 6. Land North of Eubanks Road Employment Campus <br /> Two citizens requested that the Employment Campus Land Use area be extended <br /> north to include an area that the Plan presently recommends for low-density <br /> residential use. <br /> Staff Comment: <br /> The Work Group chose to recommend a low-density residential land use for the area <br /> north of the Employment Campus for two reason: (1) this area includes the Old <br /> Field Creek, and therefore encompasses a pond and several tributaries that include <br /> resource conservation district (RCD) land, and (2) a residential land use (1 unit per <br />
