2 <br /> On September 21, the Orange County Board of Commissioners received the Town Council's <br /> resolution. The Commissioners agreed to the work session on the Greene Tract and requested <br /> that, in lieu of the public hearing, a second work session be conducted on the same evening <br /> regarding the Draft Northwest Small Area Plan with and without site "OC-17" as the new <br /> landfill. <br /> On September 27, the Chapel Hill Town Council concurred with Orange County's request and <br /> adopted a resolution inviting the Orange County Board of Commissioners and the Town of <br /> Carrboro Board of Aldermen to joint work sessions on October 11, 1995. <br /> Carrboro's Small Area Plan Work Group <br /> During the Chapel Hill Northwest Small Area Plan Work Group's planning process, the Work <br /> Group coordinated with the Town of Carrboro's Small Area Plan Work Group. The two Small <br /> Area Plan Work Groups held joint meetings in January and October of 1994. As previously <br /> mentioned the Northwest Small Area Plan Work Group recommended a Plan to the Town <br /> Council on December 20, 1994. We note that on September 12, 1995, the Carrboro Small Area <br /> Plan Work Group submitted a draft Small Area Plan for Carrboro's Northern Transition Area <br /> to the Board of Aldermen for review and discussion. <br /> Next Steps <br /> Based on the joint ownership of the Greene Tract by Orange County, Carrboro and Chapel Hill, <br /> and because the majority of the Northwest Small Area is in the Joint Planning Area, and <br /> therefore would require joint action in order to adopt a new land use plan, a key next step in the <br /> consideration of this draft Northwest Small Area Plan would be for Chapel Hill Town Council <br /> to request that the draft Plan be scheduled for consideration at the Joint Planning Public Hearing <br /> on Wednesday, April 10, 1996.
