AGENDA # 1 MEMORANDUM TO: Mayor and Town Council FROM: W. Calvin Horton, Town Manager SUBJECT: Work Session on the Greene Tract and Work Session on the Northwest Small Area Plan With and Without Site "OC-17" as the New Landfill Site DATE: October 11, 1995 We have attached information for your consideration in conducting two joint work sessions this evening on the: • Greene Tract; and the • Draft Northwest Small Area Plan with and without site "OC-17" as the new landfill site. Background On January 25, 1993, the Council initiated a small area planning process for the Northwest Area of Chapel Hill. The Northwest Small Area Plan Work Group met monthly from May 18, 1993 until December 20, 1994. During the Work Group's planning process, the Group held three neighborhood meetings to receive public comment on September 21, 1993, February 22, 1994, and on October 6, 1994. On December 20, 1994, the Work Group unanimously recommended the Northwest Small Area Plan to the Council as a proposed addition to the Town's Comprehensive Plan. On January 23, 1995, the Council adopted a resolution that called a public hearing and referred the recommended small area plan to advisory boards for review. On March 1, 1995, the Council held a public hearing on the recommended plan. On June 26, 1995, the Council reviewed all of the comments that had been received on the recommended Northwest Small Area Plan, and scheduled a work session on August 30, 1995. At the work session on August 30, the Council and representatives from the Orange County Board of Commissioners and a representative from the Carrboro Board of Aldermen discussed several key issues regarding the Plan. On September 11, following the work session, the Chapel Hill Town Council adopted a resolution inviting Orange County and the Town of Carrboro to attend a Work Session on the Greene Tract to be followed by a Joint Planning Area Public Hearing on October 11, 1995.
