8 <br /> (25 ) "Public Officer" means the officer or officers employed by <br /> the County and designated by the County Manager as the <br /> officer authorized to exercise the powers prescribed by <br /> this ordinance. Any such officer shall be an appropriately <br /> certified code enforcement official as defined and provided <br /> in G.S . 153A-351:1. <br /> (26 ) "Premises" means any improved or unimproved lot or parcel <br /> of land and its buildings and structures. <br /> (27) "Rental Unit" means any dwelling unit rented or leased. <br /> (28) "Residential" means all dwellings, structures, containing <br /> dwelling and rooming units, accessory structures, and <br /> yards. <br /> (29) "Roomer" means a person who- is provided with living or <br /> sleeping quarters with a rooming dwelling. <br /> (30) "Rooming house" shall mean any dwelling, or that part of <br /> any dwelling containing one or more rooming units, in which <br /> space is let by the owner or operator to three or more <br /> persons who are not related by blood, adoption, or marriage <br /> to the owner or operator. <br /> ( 31) "Rooming unit" means any room or group of rooms including <br /> or not including a private bath forming a single habitable <br /> unit used or intended to be used for living and sleeping, <br /> but not for cooking and eating. <br /> (32) "Sanitary" means free of grease, excrement, dirt, food <br /> residue, garbage, rust or similar matter which can harbor <br /> bacteria unsafe to humans or animals, or which produces <br /> strong odors. or which provides food for, or is an available <br /> source of food for animals or insects. <br /> (33) "Structure" means anything constructed or erected. <br /> (34 ) Temporary Housing shall mean any tent, trailer or other <br /> structure used for human shelter which is designed to be <br /> transportable and which is not attached to the ground, to <br /> another structure, or to any utilities system on the same <br /> premises for more than thirty consecutive days. <br /> (35) "Unsafe" means a condition which is reasonably likely to do <br /> harm to humans or property if not corrected or stopped. <br /> (36) "Unfit for Human Habitation" means that conditions exist in <br /> a dwelling, dwelling unit, rooming house or rooming unit <br /> which violate or do not comply with one or more the minimum <br /> standards established by this ordinance. <br /> (37) "Vermin" means rodents, birds and insects which may be <br />
