17 <br /> be necessary or convenient to carry out the provisions of this <br /> ordinance including but not limited to the following: <br /> (a) To enter upon premises , investigate and inspect dwellings <br /> located in the in the County, in order to determine which <br /> dwellings do not mEet- the "Minimum Housing Code" . Entries <br /> shall be made in accordance with applicable State and local <br /> laws . <br /> (b) To appoint and delegate the duties of officers, agents and <br /> employees when needed to assist in carrying out the <br /> purposes of this ordnance; . <br /> (c) Administer oaths and affirmations , examine witnesses and <br /> receive evidence; <br /> (d) To perform such other duties -as may be prescribed herein or <br /> by the Orange County Board of Commissioners ; and <br /> (e) To establish and charge a uniform and reasonable fee, <br /> subject to the approval of the Orange County Board of <br /> Commissioners, for inspections from time to time; <br /> Article XII - INSPECTIONS <br /> 12 . 1 INSPECTIONS AUTHORIZED. <br /> The Public Officer is hereby authorized to enter and inspect <br /> during reasonable hours and in a reasonable manner all <br /> dwellings, dwelling units, rooming houses, rooming units and the <br /> premises to determine compliance with county's Minimum Housing <br /> Code. Consent of the occupant in actual possession or control <br /> of the premises shall be sufficient permission to the Public <br /> Officer to enter upon the premises . Whenever, the Public <br /> Officer is denied permission to enter upon and inspect the <br /> premises , the Public Officer may obtain a warrant authorizing <br /> time to conduct such inspections of the premises as authorized <br /> by G.S . 15-27 .2 . <br /> 12 .2 BASIS FOR INSPECTIONS. <br /> Inspections will be made to obtain and maintain compliance with <br /> the standards of this "Minimum Housing Code" based upon on or <br /> more of the following: <br /> (a) Whenever it appears to the Public Officer (on his own <br /> motion) that any dwelling or dwelling unit does not meet <br /> the minimum standards contained in this ordinance; or <br /> (b) Whenever a petition is filed with or complaint is received <br /> by the Public Officer charging that any dwelling or <br /> dwelling unit contains conditions that do not meet minimum <br /> standards contained in this ordinance.
