Flooring cannot be put <br /> in direct contact with the ground. <br /> 3 .6 EXTERIOR ATTACHMENTS. <br /> Exterior attachments to basic structural elements, including but <br /> not limited to gutters, downspouts, screening, vents, awnings, <br /> utility connections, shall be in good repair. <br /> 3 .7 PORCH, DECK, AND SPLIT-LEVEL RAILINGS <br /> Any side of floor, porch, deck, stoop or patio which is more <br /> than thirty (30) inches above the immediately adjacent ground or <br /> floor shall be bounded by a guardrail. <br /> 3 . 8 STAIRWAY HANDRAILS AND GUARDRAILS. <br />
