51
there, it would be easier to recommend it.
Rich asked Ward why tests were not done of several of
the sites to come up with this being the best, or one
of the best sites. Or tested six and this is the best.
Or told that you would like to preserve all six (test
sites) , but this is our nomination because it was the
best. There is no comparison. The Commission is just
given a site here that was tested out of 14 possible
sites. Could there be more information at one of the
other 14 sites?
Ward explained that this particular site is being
evaluated at this time because it is threatened. Ward
would hope that Duke would operate in a similar manner
if any of the other sites were threatened.
Anderson spoke concerning the Couch site stating that
she has studied this site. The Couch site shows much
more potential than the Hogan site. In reality, the
manuscripts are there on the Couch site, the Commission
knows about the family and the other Couch sites that
still exist on Cornwallis Road, so Anderson would
prefer the Couch site if a choice had to be made
between the two.
P. Dickinson added that she has written nominations
that have resulted in approximately 700 buildings being
placed on the National Register. The thing seen most
often is that the site being nominated is written as
being the "best" or the "only" . This is not seen in
this nomination. The National Register process in not
meant to be just an information gathering process;
although a lot of information if gathered during the
course of it. But P. Dickinson does not find a strong
enough argument to find this to be an exceptional site.
T. Dickinson added that there must be two parts. The
nomination must have the information and that
information must be important. T. Dickinson does not
find this information to be important enough make a
recommendation. This same information can be found in
the back yard of any house in the County that was built
before 1880/1870.
P. Dickinson stated that very specific guidelines are
written on how to apply Criterion D. The information
on the site must be considered important. She does not
see that in this nomination as it is written. All
archeological sites are important sites, but not all of
them are significant.
10
