3 <br /> disconnect drain lines form the existing floor drains at the drain header, b) constructing raised <br /> concrete floor slabs in the interior and exterior portion of each pen as necessary to install new <br /> floor drains, traps and piping; c) relocating (raising) masonry openings in concrete block walls <br /> between interior and exterior portion of the pens as to compensate for the raised floor slabs; d) <br /> adjusting chain link portions of cages to accommodate raised floor slabs; e) raising water spigots <br /> in each cage as necessary to accommodate raised floor slabs; and f) identifying and making all <br /> necessary modifications, repairs, etc., required to make the new floor drain system function in a <br /> manner consistent with the kennel cleanup procedures practiced at the shelter. <br /> NORTHERN HUMAN SERVICES BUILDING; CEDAR GROVE. <br /> The County's Northern Human Services Center is a forty-five year old building that was initially <br /> designed and utilized as an elementary school. The building has been converted for use by day <br /> care, senior nutrition, recreational and other miscellaneous human services activities which <br /> generate a total water demand of approximately 3000 gallons per day. The building contains <br /> nine restrooms that have single toilets and sinks, two restrooms which contain multiple sinks and <br /> toilets, several water fountains and a large kitchen facility. Potable water is currently supplied to <br /> and throughout the facility by a system which consists of an on-site well, an elevated storage <br /> tank, a chlorinator and an interior water distribution network consisting of wall-mounted or <br /> otherwise exposed copper piping and tubing. The water system is currently experiencing two <br /> problems: 1) the copper levels in water samples drawn from various points in the plumbing <br /> network are in violation of water quality standards; and 2) the interior of the elevated water tank <br /> is in need of painting. <br /> Orange County proposed to address the water system problems at the Northern facility by <br /> a) replacing all copper piping and tubing with PVC/plastic piping and tubing and b) installing an <br /> interior floor mounted storage tank and compressor system to replace the elevated tank. The <br /> elevated tank is to remain in service, however, as a source of water and water storage for local <br /> volunteer fire departments. It will continue to be filled from the existing well, but will be isolated <br /> from the potable water system by a double check valve assembly or other approved backflow <br /> preventer. <br /> SERVICES REQUESTED <br /> Services upon which your proposal will be based include the following: <br /> 1. Analysis of preliminary design proposal, developing and recommending more cost <br /> efficient design alternatives where appropriate. <br /> 2. Preparation of plans, specifications and bid documents sufficient for all necessary permit <br /> application submissions, construction and construction bidding. <br /> 3. Provision of accurate and detailed construction cost estimates. <br /> 4. Contract administration including periodic inspection of work in progress, and review and <br /> approval of shop drawings, materials certification, etc. <br /> Plans and specifications for the work at these two sites should be prepared such that the <br /> projects can be bid as either a single or combined project and so that either portion of the project <br /> can be deleted after the bids are taken. <br />
