BACKGROUND: The design work to be performed by Gary Merritt will encompass the following scope of work: • Animal Shelter drain system: The drains in the older portion of the Animal Shelter continue to require significant maintenance due to frequent stoppage. As the Board may recall,the new section of the Shelter, constructed in 1988, utilized raised floors of the kennels with a flush drainage system. This number of service calls for this section of the Shelter is minimal. It is anticipated that the design will incorporate this concept into the modifications for the older section. Funds are available in the current Capital Improvements Program (CIP)to support this project(appro)(imately$55,000). • Replacement water lines at Northern Human Services Building,Cedar Grove: The water supply for this building has a high metal content,which is believed to be derived from the copper pipes supplying water to the building. The scope of work for this project includes removing the copper and replacing all water piping with PVC as well as installing water supply holding tanks in the building. The installation of the holding tanks will eliminate the need to utilize the existing water tower as a source for potable water. The water tower, however, will continue to be available for use by the fire department. Funds are available in the current CIP to support this project(approximately$20,000). Merritt has proposed a cost of$10,500 to design and prepare drawings and technical specifications for both projects. This represents approximately 12%of construction costs and is in line with standard engineering fees for projects of this size. RECOMMENDATION: The Manager recommends that the Board authorize the use of services of Gary Merritt, PE for the sum of$10,500;and authorize the Purchasing Director to execute the appropriate paperwork.
