GENERAL STATUTE 19A-45 . <br /> DATE: SEPTEMBER 18, 1995 <br /> RE: RECAP OF YEAR OF APS ANIMAL CRUELTY INVESTIGATIONS <br /> On September 5, 1994, you appointed me as a County Appointed <br /> Cruelty Investigator under N.C. General Statute 19A-45, and I was <br /> sworn in on September 21 . Since that time the APS has <br /> investigated 220 reports of animal abuse or neglect under my <br /> supervision. I have been responsible for guiding the direction <br /> of these investigations and have been directly involved (in the <br /> field) in approximately 25 of these cases. <br /> Fortunately, we were able to resolve the majority of these <br /> cases educationally without having to prosecute. We did file <br /> criminal charges in one case and won a conviction. There have <br /> been three other cases where I have used my 19A appointment to <br /> seize the animals and pursue a civil complaint . The civil case <br /> against Ray Butler of Butlers Garage in Carrboro (successfully <br /> resolved in May 1995) was a joint effort between Carrboro Animal <br /> Control and the APS, and William Morgan, the Town Attorney, <br /> handled the case for us . We continue to have a successful <br /> cooperative agreement with that agency. <br /> I know that the appointment has strengthened the APS <br /> investigation program and has enhanced our ability to help <br /> animals throughout the county. <br /> 1 <br />
