21 <br /> 4 <br /> 3. Substantiating Reasonable Suspicion <br /> a. "Reasonable Suspicion" of drug or alcohol use requires substantiation by trained <br /> personnel. This requires a trained supervisor and trained personnel representative. <br /> b.
