This section is <br /> proposed in part to comply with the Federal drug and alcohol testing <br /> regulations effective for Orange County on January 1, 1996. <br /> BACKGROUND: In February 1994, the Federal Department of Transportation along with its <br /> operating divisions of the Federal Highway Administration(FHWA) and the <br /> Federal Transit Administration(FTA) issued final rules implementing the <br /> Omnibus Transportation Act of 1991. Under these rules, local governments are <br /> required to perform alcohol and drug testing for employees who perform <br /> certain transportation-related functions. The County has approximately 30 <br /> positions located in the departments of Aging, Public Works and Recreation <br /> and Parks which are covered under the requirements of the FHWA and FTA. <br /> As part of the process of implementing the Federal drug and alcohol testing <br /> regulations, Personnel formed a representative employee task group to provide <br /> input and direction for a drug and alcohol testing policy for the County. <br /> The task group examined specific issues around the scope of testing coverage, <br /> and solicited input on its recommendations for coverage from department heads <br /> and members of the County's Employee Relations Consortium.
