BACKGROUND: In 1989, the Chapel Hill Town Council adopted a revised Comprehensive Plan. A feature of that plan was the creation of an Urban Services Boundary around the Town. The areas within that boundary are proposed to be eventually developed to urban densities. Through a series of small area plans, the Town seeks to address the question of how land in these areas can best be developed. On January 25, 1993, the Town Council established the Northwest Small Area Plan Work Group and charged it with developing a small area plan for the Council's consideration. On December 20, 1994, the Work Group presented a recommended plan. This draft Northwest Small Area Plan includes the Greene tract, a 169 acre parcel of land centrally located in the plan area and owned jointly by Chapel Hill, Carrboro, and Orange County. Because a majority of the Northwest Small Area is in the Joint Planning Area and requires joint action for adoption, the Chapel Hill Town Council adopted a resolution (included in attachments) at their meeting on September 11. It requests that Orange County and Carrboro consider the plan at a Joint Planning Area Public Hearing on October 11. RECOMMENDATION: The Administration recommends approval of the Notice of JPA Public Hearing for October 11, 1995.
