3 <br /> 2. Elections <br /> In the 1995 session,the North Carolina General Assembly ratified a bill changing the title of <br /> the Supervisor of Elections to Director of Elections effective January 1, 1996. To comply <br /> with G.S. 163-35, it is proposed that the title of the Supervisor of Elections in the Orange <br /> County Classification and Pay Plan be changed to Director of Elections effective January 1, <br /> 1996. <br /> The Personnel Department has completed a classification review of the three Deputy <br /> Supervisor positions in the Board of Elections Office. The Elections Office requested this <br /> review because the duties and responsibilities of the positions had changed since the positions <br /> were last reviewed in January 1991. <br /> Key changes in the Deputy Supervisor positions include: <br /> - Significant changes in the requirements for this office have altered the procedures for <br /> most functions carried out by these positions. Specifically,the changes include the 1993 <br /> Mail-In-Registration service required by the 1995 National Voter Registration Act <br /> (NVRA)and revisions to the absentee voting procedures requirements. The impact of <br /> NVRA has been a more complex process requiring a wider scope of knowledge, skills <br /> and abilities. <br /> - The Elections Office has experienced an increase in citizen requests for information <br /> requiring research that is more technical in nature. <br /> The current duties and responsibilities of the Deputy Supervisor were compared to those of <br /> positions in other classes in the Classification Plan. The study indicates that the level of <br /> responsibility of the Deputy Supervisor positions is comparable to other positions at salary <br /> grade 63. This salary grade assignment also is supported by public employer labor market <br /> salary data. <br /> Thus it is recommended that the class of Deputy Supervisor be reassigned from Salary Grade <br /> 62 to Salary Grade 63 and the title be changed to Deputy Director of Elections. The estimated <br /> cost to implement this is$1,700 and these funds are available in the fiscal year 1995-96 <br /> budget. Upon approval of the recommended change,the three positions currently assigned to <br /> the Deputy Supervisor class will be reclassified and assigned to Deputy Director of Elections <br /> at Salary Grade 63. <br /> RECOMMENDATION: The Manager recommends the Board amend the Classification and Pay Plan by: <br /> 1. Adopting the Classification and Pay Plan Maintenance Study recommendations as <br /> specified in Attachment 1. <br /> 2. Board of Elections Office- <br /> - Changing the title of Elections Supervisor to Director of Elections and <br /> - Changing the title of the Deputy Supervisor to Deputy Director of Elections and <br /> changing the Salary Grade from 62 to 63. <br /> FAPERS\CLASSIFY S3.WPD <br /> September 6,1995 <br />
