r <br /> 2 <br /> Conducting a classification review of positions, including reviewing current position <br /> descriptions, interviewing employees and supervisors to clarify a position's duties and <br /> responsibilities,reviewing the job factor evaluation information and revisiting the class <br /> relationships with related classes. <br /> Developing salary grade recommendations for individual classes. <br /> For the classes included in this Classification and Pay Plan Maintenance study,Attachment 1 <br /> is a list of the classes studied,the current and recommended classes and salary grade <br /> assignments, and the number of positions in each class. Of the 33 positions included in this <br /> study, <br /> - Eleven positions are recommended for a reassignment to a higher salary grade based on a <br /> salary range revision for the assigned class. There is no salary increase associated with <br /> this reassignment unless an employee's current salary is below the new minimum of the <br /> salary range. <br /> - Two positions are being recommended for a reclassification to the new class of GIS <br /> Project Coordinator. See Attachment 2 for the new GIS Project Coordinator class <br /> specification. Under the Orange County Personnel Ordinance, a reclassification provides <br /> for a five percent salary increase or an increase to the minimum of the new salary range, <br /> whichever is higher. <br /> In summary,the reasons for the recommended changes are: <br /> - Environmental health classes are recommended for a salary grade increase based on the <br /> education,experience and certification requirements set out in the general statutes. The <br /> recommendation is also based on the class relationships with related classes in this study. <br /> The County also has recently experienced significant recruitment difficulty in this area. <br /> - The Property Mapping Supervisor class is recommended for a salary grade increase <br /> based on the class relationships with the related classes in this study and due to changes <br /> in the duties and responsibilities that have impacted the job factor evaluation information. <br /> - Two positions(Planning Technician and Planner I) in the planning department are <br /> recommended for a reclassification to the new GIS Project Coordinator class due to <br /> significant changes in their duties and responsibilities. Specifically,these positions are <br /> now responsible for the creation and preparation of plans,maps, spatial analyses and <br /> other illustrative material using GIS hardware and software for ongoing planning studies, <br /> reports and other projects. The new GIS Project Coordinator class will accurately reflect <br /> the current duties and responsibilities of these two positions. <br /> The estimated cost to implement this study,as listed above is approximately$3,450. The <br /> funds necessary to implement this study are available in the fiscal year 1995-96 budget. The <br /> effective date proposed for implementation is October 1, 1995. <br /> Upon approval of this recommendation,the Classification and Pay Plan will be modified to <br /> include the GIS Project Coordinator class at Salary Grade 69 and also will include the salary <br /> grade changes for the environmental health and property mapping classes, as detailed in <br /> Attachment 1. <br />
