<br />REVISED 3/6/08 (Abstract Only) 2 .~ <br />Revisions in Sold Italic <br />Land Records/GIS and Tax Assessor Department <br />This recommendation merges the Land Records/GIS Department with the Tax Assessor <br />Department. The title will remain the Tax Assessor Department and the department will <br />continue to report to the County Manager. The GIS support functions currently existing in Land <br />Records/GIS will be transferred to the Information Technologies Department. (See Attachment <br />#2 Tax Assessor Department Organizational Chart) <br />Change the Department of Human Rights and Relations title to the Human Rights and <br />Relations Office <br />The Human Rights and Relations organizational size, strategic focus, and relation to the County <br />Manager is better structured and titled as an office. This will not affect the responsibilities of the <br />positions or the salary of the incumbents. As in the past, this Office will report to an Assistant <br />County Manager. <br />Change Information Services Department 'title to Information Technologies Department <br />The title of Information Services Department is no longer utilized by best practice organizations. <br />The new title describes more appropriately the scope of the functions associated with <br />information technology and its applications within Orange County. The title change will not <br />affect the responsibilities or salary of the incumbents or the Department's reporting relationship <br />to the County Manager. <br />Change Personnel Department Title to Human Resources Department <br />The title of Personnel Department is no longer used by best practice organizations. The new <br />title better describes the functions associated with providing strategic direction to the <br />organization on how best to utilize human capital. The change in the department title will not <br />affect the responsibilities or salary of the incumbents or the Department's reporting relationship <br />to the County Manager. <br />Change Emergency Management Department Title to Emergency Services Department <br />1/d//hen the position of Emergency Management Director was vacated, the Manager <br />recommended and the Board approved the re-titling of the Director's ,position to <br />Emergency Services Director: This changed the Director's title, but did not address the <br />title of the Department itself. It is proposed that the Department's title be changed from <br />Emergency Management Department to Emergency Services Department. The new title <br />will more accurately reflect the various disciplines within the depar#ment which include: <br />emergency management, emergency medical, Fire Marshal's office and the 9-7-7 <br />Communications Center. The use of the title "Emergency Management" may give the <br />impression ~ that the Department is only focused on emergency management functions <br />while the proposed title of Emergency "Services" Department provides a more accurate <br />representation of multiple functions within the Department. The department's title <br />change will not affect .the responsibilities or salary of the incumbents or the <br />Department's reporting relationship to the County Manager. The Department will be <br />evaluating and developing a process to implement the new department title for uniforms, <br />vehicles and other related departmental equipment and materials. <br />
