Merge the Finance, Purchasing and Budget functions into a combined department <br />with the new title of Financial Services Department; <br />2. Merge the Land .Records/GIS Department with the Tax Assessor Department with <br />the title of the merged department being the Tax Assessor Department; <br />3. Change the title of the Department of Human Rights and Relations to the Human <br />Rights and Relations Office; <br />4. Change the title of Information Services to Information Technologies; <br />5. Change the title of the Personnel Department to Human Resources Department; <br />6. Change the title of Emergency Management Department to Emergency <br />Services Department; and <br />7. Change the title of the Recreation and Parks Department to Parks and <br />Recreation Department. <br />BACKGROUND: <br />Financial Services Department <br />This recommended change is based on the close financial relationship that exists with the <br />functions of the Finance, Budget and Purchasing operations. The combining of these functions <br />under one department will allow for the best practice leadership and accountability of the overall <br />financial functions of the County government. The Board has previously approved the director <br />level position of this merged department with the title of Financial Services Director and the <br />Department will report to the County Manager.
