I suspect, but cannot prove, that <br /> it was, the intent of the owners at that time <br /> not to ask for an EC-5 designation because <br /> they did not want to pay additional taxes. <br /> Hoecke stated he disagreed with calling it no <br /> evidence. There is evidence in at least one <br /> affidavit by Herbert Arrington which says he <br /> needed a place to store cars and was planning <br /> to build a car repair shop there.
