34 <br /> Reid asked would the county have been at y <br /> liberty to ask the property owner at that <br /> time whether or not they wanted it zoned EC-5 <br /> or whether or not they wanted it non- <br /> conforming. Waddell stated he was sure the <br /> question would have come up and the property <br /> owner could have presented testimony to the <br /> Board of Commissioners . Gledhill stated that <br /> in some instances that is how some of the EC- <br /> 5 districts came about. The County staff <br /> did a survey and then that survey was <br /> supplemented by people calling in to ask if <br /> they were on the list. I took some time <br /> today to research my old files of when this <br /> all happened and it's amazing how little was <br /> said about this so I had to rely solely on my <br /> recollection but I can tell you that is what <br /> was done, there was some supplementing by <br /> telephone calls. Later on during the process <br /> some other uses were brought to the attention <br /> of the County. Reid noted that the parents <br /> would have been contacted since they were the <br /> owners at that time. Gledhill continued that <br /> obviously either these folks did not know <br /> about the process or did know about it and <br /> just ignored it. Waddell commented they <br /> didn't think it was consequential. Hamilton <br /> indicated she felt it was a weekend or night <br /> working which they didn't consider a <br /> business. Scott stated that he felt the time <br /> period speaks for itself and they were <br /> definitely overlooked. They have been <br /> operating for years and nobody has said <br /> anvthing,.up to this point. <br /> Hinkley stated that the operation began to <br /> expand about three years ago. Mr. Combs had <br /> a service station in Chapel Hill where he did <br /> the work and stored the cars on this <br /> property. He specializes in Chrysler <br /> products of the vintage of the late 50's and <br /> early 60's. He apparently supplies parts for <br /> people all over the southeast. <br /> Reid said I am not convinced that we would be <br /> wrong in acting in his favor for a spot. I'm <br /> not disagreeing with the fact that he has <br /> ._ definitely outgrown what would have been as I <br /> remember what would have been the area for a <br /> business that Kenny Martin had. I have not <br /> been out there since Combs had it, but, when <br /> I was out there and Kenny Martin was there, <br /> it was just a junkyard. If that is the case <br />
