1 <br /> 5 <br /> Existing <br /> �� <br /> (e) prevent or regulate the construction of flood barrier which will unnaturally divert <br /> flood waters or which may increase flood hazards to other lands. <br /> 1.4 OBJECTIVES <br /> (a) to protect human life and health; <br /> (b) to minimize expenditure of public money for costly flood control projects; <br /> (c) to minimize the need for rescue and relief efforts associated with a flood and <br /> general public; <br /> (d) to minimize damage to public facilities and utilities such as water and gas mains, <br /> electric, telephone and sewer lines, streets and bridges located in floodplains; <br /> (e) to help maintain a stable tax base by providing for the sound use and development <br /> of flood prone areas in such a manner as to minimize future flood blight areas; <br /> and <br /> (f) to insure that potential home buyers are notified that property is in a flood area. <br /> ARTICLE 2. DEFINITIONS <br /> (AMENDED 2-19-91) <br /> Unless specifically defined below, words or phrases used in this ordinance shall be interpreted <br /> so as to give them the meaning they have in common usage and to give this ordinance its most <br /> reasonable application. <br /> "Addition (to an existing b_ ilk" means any walled and roofed expansion to the perimeter of <br /> a building in which the addition is connected by a common load-bearing wall other than a fire <br /> wall. Any walled and roofed addition which is connected by a fire wall or is separated by <br /> independent perimeter load-bearing walls is new construction. <br /> "Appul" means a request from a review of the Zoning Officer's interpretation of any provision <br /> of this ordinance. <br /> "Area of Shallow Flooding" means a designated AO or VO Zone on a community's Flood <br /> Insurance Rate Map ( MNI) with base flood depths from one to three feet where a clearly <br /> defined channel does not exist, where the path of flooding is unpredictable and indeterminate, <br /> and where velocity flow may be evident. <br /> "Area of special flood hazard" is the land in the floodplain within a community subject to a one <br /> percent or greater chance of being equaled or exceeded in any given year. <br /> "Artificial obstruction" means any obstruction, which is not a natural obstruction, including any <br /> which, while not a significant obstruction in itself, is capable of accumulating debris and, <br /> 1) <br />
