Proposed <br /> 143.143.15. Additionally, when the elevation would be met by an <br /> elevation of the chassis at least 36 inches or less above the grade at the <br /> sight, the chassis shall be supported by reinforced piers or other <br /> foundation elements of at least equivalent strength. When the elevation of <br /> the chassis is above 36 inches in height an engineering certification is <br /> required. <br /> (4) An evacuation plan must be developed for evacuation of all residents of <br /> all new, substantially improved or substantially damaged manufactured <br /> home parks or subdivisions located within flood prone areas. This plan <br /> shall be filed with and approved by the local administrator and the local <br /> Emergency Management coordinator. <br /> (d) Recreational Vehicles. A recreational vehicle is ready for highway use if it is on <br /> wheels or jacking system, is attached to the site only by quick-disconnect type <br /> utilities and security devices, and has no permanently attached additions. <br /> Recreation vehicles placed on sites shall either: <br /> (1) be on site for fewer than 180 consecutive days and.be fully licensed and <br /> ready for highway use; or <br /> (2) meet the requirements of Article 4, Section 4.2 and Article 5, Sections 5.1 <br /> and 5.2(c). <br /> (e) Elevated Buildings. New construction or substantial improvements of elevated <br /> buildings that include fully enclosed areas that are usable solely for the parking <br /> of vehicles, building access or storage in an area other than,a basement and which <br /> are subject to;flooding shall be designed to preclude finished living space and be <br /> designed to automatically equalize hydrostatic flood forces on exterior walls by <br /> allowing for the entry and exit of floodwaters. <br /> (1) Designs for complying with this requirement must either be certified by <br /> a professional engineer or architect or meet the following minimum <br /> criteria: <br /> (a) Provide a minimum of two openings having a total net area of not <br /> less than one square inch for every square foot of enclosed area <br /> subject to flooding; <br /> (b) The bottom of all openings shall be no higher than one foot above <br /> grade; and, <br /> .(c) Openings may be equipped with screens, louvers, valves, or other <br /> coverings or devices provided they permit the automatic flow of <br /> floodwaters in both directions. <br /> 17 <br />
