Existing <br /> ARTICLE 10. OTHER <br /> In the interpretation and application of this ordinance all provision shall be (1) considered as <br /> minimum requirements; (2) liberally construed in favor of the protection of the public health, <br /> safety, and welfare. Section headings have been included in this ordinance merely for <br /> convenience or reference. They are not to be considered part of, or to be used in interpreting, <br /> this ordinance. If any section, subsection, sentence, clause, phrase or portion of this ordinance <br /> is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such <br /> portion shall be deemed a separate, distinct and independent provision and such holding shall <br /> not affect the validity of the remaining portions thereof. <br /> ARTICLE 11. EFFECTIVE DATE <br /> This ordinance shall become effective on March 2, 1981. <br /> Upon motion duly made and seconded, this ordinance was adopted by the Board of <br /> Commissioners of Orange County by the following vote: <br /> Ayes: Commissioners Anne Bames, Norman Gustaveson, Norman Walker, Richard Whitted, <br /> and Donald Willhoit. <br /> Noes: None. <br /> I, Beverly Blythe, Clerk to the Board of Commissioners for Orange County, North <br /> Carolina, DO HEREBY CERTIFY that the foregoing is a true copy of an ordinance entitled <br /> "Flood Damage Prevention Ordinance" adopted by the said Board at a meeting held on March <br /> 2, 1981, and amended April 27, 1981, April 22, 1986, March 24, 1987, September 20, 1988, <br /> January 3, 1989 and February 19, 1991. The proceedings are recorded in the Minute Book of <br /> the Board.
