Existing C <br /> be provided and maintained on file with the development permit. <br /> (c) Notify adjacent communities and the North Carolina Department of Natural <br /> Resources and Community Development prior to any alteration or relocation of <br /> a stream, and submit evidence of such notification to the Federal Insurance <br /> Administration. <br /> (d) Assure that maintenance is provided within the altered or relocated portion of said <br /> stream so that the flood carrying capacity is not diminished. <br /> (e) Verify and record the actual elevation (in relation to mean sea level) of the lowest <br /> floor (including basement) of all new or substantially improved structures. <br /> (f) Verify and record the actual elevation (in relation to mean sea level) to which the <br /> new or substantially improved structures have been flood- proofed. <br /> (g) When flood-proofing is utilized for a particular structure, the Zoning Officer shall <br /> obtain certification from a registered professional engineer or architect that the <br /> non-residential flood-proofed structure meets the flood-proofing criteria in Article <br /> 4 Section 4.3(c). <br /> (h) Where interpretation is needed as to the exact location of the boundaries of the <br /> areas of special flood hazard (for example, where there appears to be a conflict <br /> between a mapped boundary and actual field conditions) the Zoning Officer shall <br /> make the necessary interpretation. Any person contesting the location of the <br /> boundary shall be given a reasonable opportunity to appeal the interpretation as <br /> provided in this ordinance. <br /> (i) When base flood elevation data has not been provided in accordance with Article <br /> 3, Section 3.2, the Zoning Officer shall obtain, review and reasonably, utilize any <br /> base flood elevation and floodway data from a federal, state or other source, in <br /> order to administer the provisions of this ordinance. <br /> (j) All records pertaining to the provisions of this ordinance shall be maintained in <br /> the office of the Zoning Officer and shall be open for public inspection. <br /> 5.4 PERMIT PROCEDURES FOR STRUCTURES TO BE LOCATED IN THE <br /> FLOODWAY AND FI.00DWAY FRINGE <br /> (AMENDED 4-22-86) <br /> Application for a permit shall be made to the Zoning Officer. Information requested on <br /> the application shall include all information as provided for on a building permit. In <br /> addition the following shall be required: <br /> (a) Plot plans drawn to scale showing the nature, location, dimensions, and elevations <br /> of the area in question. <br />
