It is <br /> designed to provide an insurance alternative to disaster <br /> assistance. Participation in the NFIP is based on an <br /> agreement between local communities and the federal <br /> government which states that if a community will implement <br /> and enforce measures to reduce future flood risks to new <br /> construction in special flood hazard areas, the federal <br /> government will make flood insurance available within the <br /> community. <br /> Flood insurance may be made available only in those areas <br /> where the appropriate public body has adopted adequate <br /> floodplain management regulations within its flood-prone <br /> areas. Community participation in the program is not <br /> mandatory, however, if a Presidential-declared disaster <br /> due to flooding occurs in a non-participating community, <br /> then no federal financial assistance can be provided for <br /> repair or reconstruction of insurable buildings. <br /> Orange County began participation in the NFIP on March 2, <br />
