The defibrillators will be used as part of a study <br /> project to evaluate defibrillation at the First Responder level. <br /> The study is being conducted in Wake and Orange Counties over a <br /> twelve month period, following the recent approval of the study by <br /> the State. The State Office of EMS and the State Board of <br /> Medical Examiners currently allow defibrillation to be performed at <br /> the EMT level. This pilot program will allow us to have <br /> defibrillation performed at the First Responder level which is a <br /> lower certification than EMT. The States ' interest is that most <br /> fire department early responders are trained at a level lower than <br /> EMT. The success of this program will allow early defibrillation <br /> in potential sudden cardiac death cases by responders trained at <br /> basic levels. <br /> Orange County's equipment needs were identified and specifications <br /> were developed by County Staff and Dr. Greg Mears, Medical Director <br /> of Orange County. Bids were solicited from three vendors. Two <br /> bidders responded. A tabulation is attached. <br /> Aero Products of Sanford, Florida submitted the lowest bid. <br /> However, their defibrillator did not meet specifications. The two <br /> major deviations are that they don't have a removable memory module <br /> which would allow the device to remain functional after it has been <br /> used on a patient. Without the removable module, the defibrillator <br /> would have to be taken out of service until the data could be <br /> downloaded. The other deviation is that their unit does not <br /> provide data management. With this study project, the ability to <br /> analyze multiple patient encounters is critical. This will allow <br /> for the analysis of the overall performance an effectiveness of <br />
