BACKGROUND: At the February 6, 1995 BOCC meeting, the Board approved the submission of a grant application, developed by the Orange-Chatham Criminal Justice Partnership Program Advisory Board, to establish program services for Orange and Chatham County residents. The program components include: (a) a pre-trial release program - At the June 26, 1995 BOCC meeting, the Board approved a contract with Orange-Chatham Alternative Sentencing to implement a pre- trial release program. The purpose of the program is to expedite the pre-trial release of certain low-moderate risk offenders prior to trial; thereby relieving jail crowding and enhancing the management of that limited resource. (b) a substance abuse program - This comprehensive program would provide flexible self-help services for alcohol/drug addicted individuals in the criminal justice system of Orange and Chatham Counties. Clients would be assessed on an individual basis and referred to the level of treatment deemed most appropriate. The attached contract with OPC Mental Health Center, in the amount of $125,841.00 is to initiate program implementation of substance abuse services for the targeted population. RECOMMENDATION(S): The Manager recommends that the Board approve the contract and authorize the chair to sign.
