The program components include: <br /> (a) a pre-trial release program - At the June 26, 1995 BOCC meeting, the Board <br /> approved a contract with Orange-Chatham Alternative Sentencing to implement a pre- <br /> trial release program. The purpose of the program is to expedite the pre-trial release of <br /> certain low-moderate risk offenders prior to trial; thereby relieving jail crowding and <br /> enhancing the management of that limited resource. <br /> (b) a substance abuse program - This comprehensive program would provide flexible <br /> self-help services for alcohol/drug addicted individuals in the criminal justice system of <br /> Orange and Chatham Counties. Clients would be assessed on an individual basis and <br /> referred to the level of treatment deemed most appropriate. <br /> The attached contract with OPC Mental Health Center, in the amount of $125,841.00 is <br /> to initiate program implementation of substance abuse services for the targeted <br /> population. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the <br /> contract and authorize the chair to sign. <br />
