The difference is due to at least two factors: the five year time <br /> difference between the two reports, and the fact that the Technical Report included all existing <br /> housing rather than focusing on new housing units. This means that the large number of <br /> housing units in the area which are occupied by University students (and have a much lower <br /> • public school student generation rate) were included in the Technical Report estimate but not <br /> the current study.
