• Data Sources and Accuracy <br /> Data was obtained from five main sources: the Chapel Hill-Carrboro School District, <br /> the Orange County School District, the Carrboro Planning and Inspections Department, the <br /> Chapel Hill Planning and Inspections Department, and the Orange County Data Processing <br /> Department. Each data source offered different types of data and varied in method of <br /> collection and accuracy, as detailed below. <br /> Data errors encountered were corrected where possible, and if not corrected, were <br /> accounted for in the analysis. A few housing unit records were missing data on one or more <br /> of the housing characteristics. In these cases, the records were omitted from the analysis of <br /> the missing characteristic but were included in the analyses for which the data was complete. <br /> When data for several characteristics was unavailable, the record was included in the summary <br /> characteristics but omitted from the statistical analyses. <br /> 1. Public School Children <br /> The school districts supplied information on students enrolled as of May 1995, <br /> including students' addresses, schools attended, and dates of entry into the school system. <br /> Data on children at private schools was not collected since those children do not attend the <br /> public school system for which the impact fees are collected. Incomplete addresses provided <br /> the only difficulties for this data. In the few cases where an address lacked a street number or <br /> apartment number, it was filled in when possible using telephone directories, data from the <br /> Orange County tax appraisal system, and by comparing last names of students and <br /> homeowners. In a handful of cases, incomplete data may have prevented a student from being <br /> appropriately matched with a new housing unit. <br /> 2. New Housing Units <br /> The Chapel Hill and Carrboro Planning and Inspections Departments provided <br /> information on all new residential units which received a Certificate of Occupancy in 1992, <br /> 1993, and 1994.
