A report detailing the results of their work is to be <br /> distributed to the Board of Commissioners on Tuesday, August 8. A sheet <br /> outlining"Summary Statistics" and"Student Generation Rates"for new housing <br /> units constructed during the 1992-1994 period is provided as an attachment. <br /> Significant findings of the study include the following. <br /> • Student generation rates in new housing units in the two school districts <br /> are significantly different than those used in the Technical Report and <br /> based on the 1990 Census. The implication of the data shown on the <br /> following page may be that higher impact fees can be justified in the <br /> Chapel Hill-Carrboro School District, while lower impact fees are <br /> warranted in the Orange County School District. <br /> • Few significant relationships were found to exist between student <br /> generation rates and variables such as housing type,number of bedrooms, <br /> housing value,and square footage in housing unit.The implication of such <br /> findings is strong correlations between variables do not exist on which on <br /> base a sliding scale impact fee. The continued use of a"flat fee" may be <br /> justified by such findings. <br /> RECOMMENDATION: As the Board decides. <br />
