6b <br /> that jurisdiction; and <br /> gi the adjoining jurisdiction's Economic <br /> Development District Design Manual is the <br /> same as the Economic Development District <br /> Design Manual of Orange Counnty; and <br /> di the land located in the adjoining <br /> jurisdiction is zoned the same (e.q. <br /> Primary Development , Secondary <br /> Development) as the land located in the <br /> Orange County Economic Development <br /> District. <br /> OR <br /> 2. The boundary of the EDD is formed by a road <br /> defined as a major arterial in the Orange <br /> County Comprehensive Plan. <br /> Development of lots which form corners in the EDD <br /> perimeter boundary in the strip north of Cates <br /> Creek could continue to have serious development <br /> constraints even if the buffer along Old NC 86 were <br /> eliminated. These corner lots are indicated on the <br /> attached map. Unlike the lots which front only on <br /> Old NC 86, these lots are adjacent to property <br /> which is zoned for residential use only, and the <br /> intent of the perimeter buffer is to provide <br /> separation between potentially incompatible uses. <br /> The Planning Staff recommends that current <br /> regulations related to exceptions to design <br /> standards continue to apply in the perimeter areas <br /> not adjacent to an EDD. Current regulations <br /> require that reductions in the perimeter buffer be <br /> approved only by the Board of Commissioners through <br /> a Special Use Permit. <br />
